Any way to improve Layer Times (and therefore quality)

I know this is the typical Benchy Hull effect due tot he different layertimes and associated cooling. But slowing printing down for better layer cooling, or changing the max fan speed threshold doesn’t seem to be doing it.
Even back in the Ender days I read Prusa’s article and tried their gcode, but I think it doesn’t really apply here.

I have found older posts where the main consensus seem to be ‘it is what it is’ … Question is - is it ?

Is it what it is and there’s no way to improve the quality ?
In case you never seen this before - the quality essentially is affected in a way that you can essentially see the line transition.

I cannot redesign this, as it isn’t my design, nor is it easy for me to do so right now so I am hoping someone has other tricks up their sleeves …

Possible you could share the gcode, and which printer and material you are using? Would help analysis
