Bambu Lab X1C First Layer Issues

I’m running two X1 Carbon units. One is an absolute beast, but the other one is driving me crazy with first-layer issues.

The printer can’t seem to hold a consistent Z-offset.
Sometimes it digs into the plate. Other times it prints too high (gaps between lines, bad adhesion). See attached photos
What I’ve tried so far:
1-Installed a brand new Hotend Assembly.
2- Installed a brand new Textured PEI Plate.
3- Washed the plate with dish soap & warm water.
4- Ran full calibration multiple times.
5-Cross test: The exact same G-code prints perfectly on my other X1C.
Has anyone experienced this kind of sensor inconsistency?

is the same filament on both? quite strange, maybe the extruder has an issue

Yes they both have the same filament.

looks like extruder issue? maybe it is clogged or something else? I dont think is a sensor, since they affect so little (and it doesnt look like the leveling is actually wrong)
