I set my PLA filament profile temps to 60° initial layer and 55° other layers for plate and 230° initial layer and 220° other layers for nozzle. After the first layer the nozzle temp went down to 220° but the plate stayed at 60°. I waited until the 6th layer to see if it was going to change after the bottom shell layers for some reason but it didn’t so I changed it to 55° manually. I was wondering if anyone else is experiencing this.
Today I forgot to manually decrease it to 55° and checked the print at 46% and it was 55° so eventually it does go down apparently but not after the initial layer. Will check next time to see when exactly it does.
the bed takes a long time to cool due to being a large thermal mass. honestly it shouldn’t matter at all for PLA and i’m curious why you’re even bothering (not to say that you’re wrong to do this; i’m just curious if you’ve found there to be a benefit).
if its desperately required you might want to consider using a bit of custom gcode for the bed to cool to the correct temperature before continuing.
It was recommended to me in this thread and it worked.

Btw I was talking about the setting/destination change not what temp it is exactly after 1st layer:

I also started another print now and the temperature setting decreased as it’s supposed to at the beginning of 2nd layer. So I don’t know , either I did something wrong or I don’t know what was wrong yesterday.
