What is the best cement for use on PETG projects OTHER than super GLUE? Super glue is to messy and glues parts together. I am looking for a solvent/cement that will wick into tight part interfaces and bond/weld the parts together.
I’ve only used it on PLA, I don’t print enough PETG to try that version yet.

I’ve only needed cement once, for a PETG bird feeder. I used PVC cement, mainly because I had it in my plumbing box. The primer and cement are runnier than water. Apply the primer and cement carefully with a small artists paint brush and hold the parts so that you can use gravity to control the direction of the runs . The usual applicators in the cap are way too messy for printed models. Even a flux brush might be too big for small parts.

If you use welding agents [3d gloop, etc], be sure to ventilate and/or use a respirator.
I don´t think a best exists, as it will significantly depend on your use and/or priority objectives.
For example, are the joints intended to be stiff or flexible? Is it for aesthetics, or will it face mechanical solicitation? Does UV or high temperature resistance matter? Is it for transparent parts? Food-safety? Does it need to provide sealing?
To fulfil your requirement of melting PETG, the best tools are controlled and risky chemicals. Alternatively, you can try cements as SCIGRIP 4 or 16, which, despite not being specifically for PETG, entail the correct solvents for the bonding you are looking for. Note: It may not be easy to handle and risky, but it is easier to acquire and include a safety datasheet.
If you drop the welding bond or have strength requirements, 3M Scotch-Weld DP8005/DP8010 may be a better option. It is (at least for me) expensive.
I´ve never tried the Glo p pointedd out by @lion7718 and never used the PVC cement as @lkraus suggests for PETG; nevertheless, they may work as well or better.
