Custom material fan settings not taking / working

Underlying problem is that I’m printing a fine structure fractal and want it to be in PLA-silk, which tends to have poor inter-layer adhesion.

I’d run into a similar problem long ago (x1c) printing polycarbonate with a 0.2 nozzle (needed for precision) and the default settings made for laughably bad Z/interlayer strength. The solution was to turn the part cooling fan off after the first layer, worked a treat.

A year later, come to this structure that is very hard to print - will need PVA supports, because trying to remove regular supports from this structure always breaks the structure ..

Set the cooling fan for the PLA to never go over 25% speed, and stay below 10% if the layer time was over 10 seconds.

When I look at the print running, the part cooling fan was turning at either 70% or 100% and when I turned it off manually, thinking this would address it, it would turn back on within seconds.

I fear this is a bug in the Gcode generation or in the firmware ..

Here’s an image of the thing - the amount of PVA needed is also a problem, I’ll be adding throw-away structures into the geometry that can be remove from the fractal interior after the printing has finished and the PVA dissolved to try to address the worst of that problem.
