First layer cooling fan speed ignored - anyone else having this issue?

I’m using Bambu Studio 2.3.1.51 on my Windows PC.

I wanted to slightly raise the fan speed from 0 % to 20 % for the first layer of a print but that speed setting is simply ignored, see screenshot:

I also verified the G-Code, same here. The fan should be running 20 % but the G-Code generates with 0 %.
The amount of layers “for the first … layers” is respected though. So when I set it to three layers the first three layers will have zero fan speed but the actual fan speed setting is completely ignored. It’s always 0 % for the given amount of layers.

it does this because cold air makes the model come off the build plate if you want it anyways you will have to manually do it on the printer’s screen

I’m sorry to be blunt and I don’t mean to be unpolite but this is both wrong (of course model won’t come off the build plate if you now what you are doing, at least it didn’t do it with my prints for roughly a century of 3D printing when I did this first layer cooling gently, where needed) and also it is not helpful since it doesn’t answer the main question which is basically if I’m doing something wrong or if that is simply a bug in Bambu Slicer where a setting is there but the setting is simply ignored.
