Funky Filament Oozing

Good day, all,

I just started having this issue with my prints. Seems like the filament is oozing from the print. It sorta looks like an adhesion issue between layers, but it’s only on the outer side of the layer.

I’m using a BL X1-C with BL PETG-CF filament. The AMS is drier than a popcorn fart at 17% humidity.

Is this a moisture issue? An extrusion issue? A retraction issue? An “I should go take a nap and come back” issue?

A photo would help the community provider more concise advice.

My crystal ball tells the flow rate is too damn high. want a random number ? try 0.93 for a test
