You can use a modifier to print fuzzy in one area, or prevent fuzzy in one area.
The printer can’t do fuzzy on the top layer. That would require the Z axis to move while the layer is being printed. Technically, it could do it. But it’d abuse the heck out of the Z ball screws. Not a good idea unless you like wearing your printer out faster.
If you want a fuzzy top surface and can’t print the part rotated 90º, use a textured build plate and print the top upside down. That’s what I do.

If you set the top surface to something like “hilbert curve” and a little over extrusion makes it lumpy. is the best approximation of “fuzzy skin”.
For the bottom the textured build plate has the biggest affect. Depending on your desired look. hilbert curve breaks the pattern up.

The flat top of your lid is likely a “Top Surface” extrusion. Won’t do it there. Others recommended to rotate it to stand it up makes that same geometry become a “wall” and thus get fuzzy skins.
