The PLA filament is dry, the plate is clean, and the chamfers are identical for both holes.
Thoughts?
Try a different location on the build plate. Or leave this where it is and rotate it 180Âş (so the hole positions are swapped).
If it still happens to the same hole, there’s something different about that hole the slicer isn’t handling right.
If it doesn’t happen to the same hole, you got unlucky and put that hole right on top of a small depression in the build plate.
If you strike out on all these things, slow the first layer way down. That’s not a fix, obviously, but it might at least let you successfully print the part.

@RocketSled Thanks for the excellent guidance. I went ahead and rotated the part 180 degrees, so, basically, the holes are swapped, and reprinted it.
The problem is gone.
So, slicer issue? It can’t be a depression in the build plate in this case because the original good hole is now in the same place as the bad hole.
Yeah, seems likely there’s a slicer dependency. Not necessarily a bug, though. It’s routing the extruder motion differently for the two holes. But that difference might not be “wrong”, there’s just something about it in combination with your printer’s mechanics that causes the issue.
Rotate it back and see if the problem comes back. If it does, don’t rotate, just move it to some other spot and see if it still messes it up. If it does, submit a big report.
