Regarding the why, I agree with you that discontinuity in printing affects the outer wall’s look. For further info, read this excellent article: The Benchy hull line | Prusa Knowledge Base.
However, in your case, it seems excessive (maybe the photo or the filament type and colour that makes it more noticeable.). I would get a similar wall line (maybe less noticeable) in case the printing paused for a significant time.
So, please confirm whether it is appropriately dry and calibrated.
Try the inner/outer/inner wall settings. Those tend to produce better exterior walls if there are no overhangs
The slicer is coloring that layer differently. What kind of extrusion is that color code? The slicer thinks it is different for some reason.
adaptive layer height maybe? It shouldn’t change layer times for something like that, but it could be an issue with the model itself
The layer colour is different because of a large overhang that makes that layer take longer.
Also, the print profile doesn’t use variable layer height.
Oh, that line on the outside coincides with an overhang on the inside? I think you can change which gets printed first - inside or outside. Maybe change that order though it may bump the defect to the next layer?

I also thought that was a wrong printing order, but I checked the print profile that @user_1195236325 shared, and the order is interior wall, outer wall before the overhang.
