I have a block with a half circle cut into it. I want to increase the diameter of the half circle without changing the rest of the block. In the measurement tool, it wants to change the whole block to scale. Is there a way to change just the diameter?

Take a look at the wiki page for negative parts. This should help you understand.
Right click on the part > select add modifier > select the cylinder > place and size as needed > in the objects tab set the modifier to negative part
I think what folks are trying to say is that the answer is “no.” There’s no way to scale just a part of an object like that. You can scale the whole object more selectively (in desired direction(s)) using the main scale tool (top toolbar). But there’s no way to just change the size of a hole or groove, for example.
So one workaround is to make another 3D object to modify the original, sized and placed as needed. Either as a modifier, or negative part, or for use in a boolean operation. This can be effective and/or or frustrating, depending on the modification.
Another option is to do this operation in a 3D/CAD program. Even if you only have a mesh format to work with (not the original file or a solid), it’s still a typically more flexible/easier than using Studio (eg. in Fusion one can make a sketch from a mesh slice, draw a new circle of desired size in that sketch (perfectly positioned), extrude, then boolean with original mesh). There may (also) be a learning curve of course, but OTOH using such software isn’t a bad skill to have if one is producing 3D objects, IMHO.
