Unfortunately, this happens too often.
Somehow the ratio of dye beads to standard ones is changed by someone for some reason.
I have no personal experience with this specific filament, but the have been found to have the same issue with their other filament types,

Just wanted to share, you’re not alone. I thought the finish on the matte PLA Tough+ was really nice too, I actually ordered 10 of them last week and got them recently. I realized last night that the finish changed, looks like its going to stay this finish instead of matte…

I feel the PLA tough+ has higher shrinkage level? Do you have similar issues?
If I print a chute, the side of the top will extrude on x and y directions. Feels like the all has shrunken.
