Indeed. The levels system should have more meaning behind it - it already has via preventing DMs (which can be more abusive than comments on models and are harder to police). Good ideas, sucha as ones implemented on Discourse (this forum for example) are great for community at large.
As I did mention your problem is rather unique and your proposed solutions too stiffening for legitimate “newbie” users.
Mods handling legitimate reports are necessary since the platform’s growing a lot. And improvements for reasons for reporting are also necessary IMHO since a good report category does help mods with better judging whether report is valid and better act on it (I shared my ideas for better report categorization here: Improve reporting reasons for comments/ratings). On the other side - the reporter has to have legitimate reason for reporting - in my opinion there’s a huge difference between comment/rating a creator doesn’t want and invalid rating or off-topic/trolling/abusive comment. I’m more in favour of freedom of speech than banning speech I hate to see.
