PETG is usually always printed slower so it will have better layer adhesion.
Each filament profile has a maximum flow rate parameter. The printer will extrude at the highest speed it can reach for the distance being moved or the speed at which maximum flow is reached, whichever is lower. If the PETG has a lower flow rate, it could result in a slower print depending on the geometry. It’d be less likely to make a significant difference on something that doesn’t have a lot of long/straight extrusion paths or big sweeping curves.

I believe the big reason for PETG’s relative slower printing or lower volumetric speed is due to it having a higher heat holding capacity. So long story short it takes more heat to extrude or some might say it is less efficient to extrude. I also think PETG is more dense in general too, only adding to its ability to absorb heat.
That said, there are some higher speed printing PETGs that can really close that gap, but they are fairly specialized and may not hold on to all of PETGs normal features.
