This is likely due to them following the guidelines.
Back when the Update was rolled out you could (and matter of fact still can) take down other peoples Print Profiles on your own Models if they didn’t update their model with a Picture and ticked the “tested” checkmark.
There is an exception though - a flaw in the system. If users update their print profile but simply upload another image that is not a real photo (and therefore still not compliant) and check the ‘tested’ box, you will lose the ability to remove it as the system will now assume it is compliant. Only a report can fix this.
