The last layer looks like an infilllayer

I noticed this happening sometimes with prints, that the last layer looses the real texture and it looks just like an infill like layer without a proper finish

or is this just an artefact of the software? the way I turned it it should be a complete smooth surface, turning it around so this is down doesnt really change the outcome, the textured side is down here, now it looks like there is a support layer at the bottom

Looks normal to me. It is just showing what the pattern will look like on the top.

That looks like a moire pattern that occurs when you look at certain patterns at certain angles.

Remember, the view you see is zoomed in.

Print it, chances are all will be well.
