When I saw the contest I had the same question. If you look at the theme I think it’s leaning towards flame torch… but they put in wording like “futuristic energy core” and “whimsical hand-held beacon” that leave it open to a battery powered style torch too.

I think their intent got lost in translation. Maybe meant to be some kind of game prop, cosplay item, or “cultural torch concept” that I’m not familiar with.
