What is the best way to cut a hole for a DC fan

I have printed out a filament winder and it works fine right now using a drill with a hex shaped bit, but my goal is to have a small DC motor controller setup. I have the power supply and the variable speed drive boards mounted in a box and would like to mount a pair of fans in a push/pull arrangement in box.
I have had varying degrees of success cutting the holes correctly and properly sized.
How do other folks tackle cutting a proper diameter hole in a hard plastic box.

Forstner bit or hole saw?

What size hole and what kind of hard plastic?
If you need an accurate size hole the best would be to have it machined on a mill, another option is to have it machined on a router table, not so accurate are the hole saws.

Size will probably be to accommodate a 40mm diameter fan
Box is from Amazon. Lemotech box. ABS 263 x 182 x 95 mm

I’ve tried both types of bits but I think I may order a metric sized hole saw rather than eyeballing an SAE bit that looks closest to desired size.

A step bit would work nice, but I think the common ones only go as big as 1 3/8". You could find bigger ones though, and a cheap one would work fine since its plastic.

Fans are all metric which causes difficulties in that metric drills are hard to come by in my local area.
I ordered a metric step drill. I do have step drills but not that large in diameter.
