This is a PLA print. There are blemishes. Should I slow down the print speed? Alter layer thickness?
What’s the best way to remove the blemishes? an exacto knife? Using a torch or hair dryer? Sand it? Using a Dremel-like tool? As I recall, the sanding leaves an obvious alteration of the object surface and I guess would require painting?

Sanding works on PLA but using a power tool can quickly lead to local overheating. For manual sanding, it is common to start with 120 grit and work up until the desired smoothness has been achieved. I did go to 500 in the past but that depends on the user desired smoothness.
For stringing, a lighter is usually sufficient.
For blobs, best to reprint. A wire cutter can help, but getting it to an acceptable finish is usually quicker by re-printing (avoiding blobs, etc) with dry, calibrated filament and good settings. There is after all no good reason why a PLA print should have blemishes.
Sanding does not leave an disruptive-looking result?
The inner wall has some blemishes, as do several of the plates on the outside.

Mhm, I’d reprint. With sanding, you will find it difficult to to get into the gaps. And, from my own experience, it does take a while. You may have a chance with "sand"blasting, but few hobbyists go to those extremes.
If trying again, make sure your filament is really dry. New frequently means that it has crossed the oceans and is moist. Calibrate once dry.
Then, also consider printing slower. It may not be neccessary, but it is generally more enjoyable to print one good print rather than two bad ones in the same timeframe.
Not sure if it is clear, but those gaps between the plates are what I need. There are no issues between the plates on the outside. Just on the plates and inner wall.
I set the filament to PETG even tho it is a PLA filament, and so far so good. I had accidentally done that prior, and it worked, so figured I’d have another go. I don’t know if that has negative effects tho.
Can I dry the filament roll in the printer? And would I have to immediately use it before it cools?
