Just make it in MakerLab Pictures to stl.
Create one of each face you like plus mount rushmore itself. Then you delete unwanted parts (presidents) and add the faces you like.

How good do the faces need to be?
Long ago I used to involved in tabletop RPG/wargame game publishing, and it’s common for these games to use miniature figures, and I know from experience a single figure sculpt of high quality and not obviously AI will cost 300+ euro. Now you’re working in FDM I assume, so you can get by with a lower resolution perhaps, and you don’t need to worry about resin supports, but also you also have 4 large faces, so perhaps maybe it’s not cheaper?
I would just AI it, unless you’re prepared to spend actual money.
If you are, contact people like this, who can surely do the work. But they sold several hundred of those at least (through myminifactory tribes) so they will be expecting a large return on the work hours. Otherwise you can look on a site like fiver which has plenty of digital sculptors and I have used that site before. (We paid just under 1K USD for a dragon and rider, pre-supported for resin printing, with 3 different arm/equipment options for the rider, and rider attaches to the dragon in way that the dragon can built without it, without leaving any weird holes). Note that Fiver is a joint US/Israeli owned and might be on some kind of boycott list.
