Extruder Clogged?

I keep getting extruder clogged on my P1s… I took it off and it doesnt appear to be clogged. I cleaned it throughly. The hotend seems okay as well. I also replaced the hotend since I had a spear to see if that fixes it but it does not.

When I took apart the extruder, I tried to manually feed filament into the extruder and turn the gear myself, but I cannot. Is it suppose to feed through the extruder manually by hand after turning the gear? Why does it not work by hand?

If this occurs with PLA filament, it might be related to Heat Creep.

Its PETG… I finally fixed it after about 3 hours of tinkering… Turns out there was a small piece of filament fused into the extruder that was hard to see… And then found out the nozzle was also clogged. Changed out the nozzel and removed the small filament fixed it!
