Many of us will have experienced this in the past, thankfully it is disappearing from a regular thing to an occasional annoyance.
It can even happen on BL refills if the filament spool is thinner than the spool, the filament being unwound will fall down the edges. Spool savers can help, but, not cure the situation.
I have a two different rolls of filament p, both silk, one copper and one silver, not BL, random suppliers.
They print well, great finish, need hand holding, it is annoying. But, I’m not wasting a couple of quality filaments because the manufacturer managed to tangle them during the wind onto the spools. Oh just have to live with it.
I can’t use a respooler before anyone comments p, my disabilities make that too difficult.
