Hello first layer prints and sticks to plate fine, what would be the course of the change In apperance? Trying to get it even.
Could be PA (Pressure Advance). Orca Slicer offers some PA Calibrations you could do.

It is for sure the issue with the Pressure Advance, however, I don’t think you can completely get rid of it on the first layer. Usually, it is well hidden with all other layers on top of it. Maybe printing ultra-slow on the smallest nozzle will make it better.
So should PA be higer or lower? Do you mean a 0.2 nozzle? Could Line width have a impact.
Ideally, PA should be calibrated for every nozzle you have. So go through Orca’s all 3 PA calibrations and see which one should work for your nozzle\filament, then go and redo the flow rate test.
Line width can affect in theory. In practice I haven’t tested, so I don’t really have an answer for you. Yes, 0.2 nozzle. The finer line out of the nozzle you get, the better finish you will get.
But in your case, I would suggest to keep using 0.4 and 0.6 nozzles on textured PEI plates. Textured plates hide bottom-level imperfections very well.
I think it’s a mix of both the pressure advance value and flow value. I would guess your Flow should be higher and the pressure advance a little lower. You can also use the calibration tab in BambuStudio, that way, you don’t have to manually calculate the results. One thing to keep in mind when doing the flow calibration: You should only check if the middle of the tile is smooth. Rough or under extruded edges will be adjusted in the pressure advance calibration.
