I’m using Inland PETG to print some spools and each time I flow test the filament just gets stuck on the hot end and peels up.
I have a good coat of glue on the plate, but each time it just turns into spaghetti.

What plate are you using? I use the textured plate, and you shouldn’t need glue. What filament profile are you using?
Have you printed a successful temperature tower with it yet?
My experience with Inland PETG is that it is very sensitive to the part cooling fan.
