Is there a way to have a modifier only apply to the surface of a model?

In Bambu Studio slicer there’s no “checkbox” to limit a modifier part’s effects to only the surface(s) it touches, if that’s what you mean. There are modifiers you can paint on, like supports or filaments (colors) or fuzzy skin, but doesn’t sound like that’s what you’re asking about. Only way to limit a separate modifier-type part of an object to surfaces would be to model the modifier itself so it only applies to the areas you wish to intersect (probably in CAD/model source would be simplest if the model has many surfaces).
But what kind of printing properties do you want to only apply to the outside, which aren’t already covered by the many other surface-specific options? [ EDIT: You didn’t actually specify outside surfaces so I was assuming here.]

What modifiers are you wanting?
I have used geometry exported as STL from cad. Then loaded the “modifier”. The problem I had with that is it also added internal walls. Effectively subtracting the modifier from the main part and creating a new part where it should be. Was trying to create fewer walls, and it ended up creating more. The warning is make sure you check the preview for unexpected conequences.
That shows the problem I had with loading a modifier.
I wanted 1 wall between yellow and orange. But a few outside walls. and in my case the yellow overlapped the outside. even with your inside model, how can you get a single wall between the yellow and orange? Keeping the two outside parimiters.
You can’t. Best you can do is set wall loops to 0 for the yellow/modifier. Then all you’ll get are the orange wall count walls, in the case of the screen grab above, that would be “2”. If you wanted 1 wall between yellow and orange, you need to set yellow to 0 and orange to 1.
OP’s question doesn’t have enough info, such as what do they want that part of the surface to be different from those of the rest of the model.
yes that would give 1 wall interface. But also 1 wall exterior.
the point is modifiers act as if it is a separate body. Not just modifying. Each body has it’s own settings.
