Cut the 2 inner wires.
Personally I would test this first by applying voltage to the Black and White wires first, but I am pretty sure that is all you need to do.
As mentioned, PWM and RPM signals are not necessary, so it’s likely that you should keep the white and black wires.
Didn’t work, my thoughts are it probably needs a PWM signal to switch on which makes sense since it’s function is cooling based on the hot end reaching a specific temperature to switch on and off…

You attached +5v DC to the White wire and ground to the Black wire?
Yes I did, I only wanted to use what I had at hand but I’ve since ordered the same with just 2 pins to keep everything simple. Out of curiosity I will investigate if it can function as it should off a PWM signal from an RC RX and TX
