@Streamline, it’s like @h3li0 says - new filament right out of the bag just off the shipping truck can have a range of moisture contents and sometimes can be too “wet” to print well.
If you get a gallon size Ziplock freezer bag and a battery powered hygrometer, just put the spool and hygrometer in the bag and seal it closed. In about 10-12 hours you’ll have a reading that can give you an idea about filament moisture.
20% or above is getting into the possibility for water problems especially if above 30-40%.
