Ironing question - one letter has texture?

I printed a sign out and had top layer ironing on. It did a pretty good job, but the last letter on one line wasn’t smooth (the N), it had at texture almost like if you put a paper towel on wet paint and pulled it off. Also under the white letters, you can see some pitting in the red. I’m new to 3D printing, but I read that you sometimes (always?) need to increase top layers to keep the ironing from melting through, which I didn’t do on this test print. Is that what happened with the red? I used recommended ironing settings of:
Speed - 65mm/s, 22% flow, and .15mm line spacing. I was using Bambu red PLA and eSun white PLA, .4 nozzle at .20mm.
