Outer skin missing material in specific place

I am printing this part out of LW-PLA and I am happy with the results except for one specific place.
If you look at the imgaes, you can see that there is one or two layers where the outer skin is missing some material. I am not sure why, but I wonder if it has to do woth the internal shape of this part.
Please see the image showing the printo and then the file, showing the part itself. As you can see, in the inside shape where I have this problem on the outside skin, there is a change in shape; it goes from a cylindrical shape of a gives size to a smaller cylindrical shape and so there is a small conical shape and some fillets (see green arrows). I presume (but might be wrong) that this inside shape is consuming more material than the other layers and so there is then not enough material for the outside layer (in the light blue area). Please, note the this is LW-PLA, foaming quite a bit. Also, I have repeated this print with different foaming settings (flow and temperature) with similar results. Switching the print order (outside/inside) does not make a difference.
Has anyone printing with LW-PLA run into this issue? Am I correct in my thinking? Does anyone know how to fix this?
This does not happen when using PLA.
