Did 9 hours at 70c, slight improvement on blooms/dashes but still present.

What settings are you using? Maybe go back to basics and use default generic settings for tpu and just change retraction to 1mm and volumetric speed to 7.2
Also, post a screenshot of the slice preview and make sure Seams is checked. I’m wondering if those are line starts.
I use the Bambu Lab TPU 95A HF profile when I print with my OVERTURE TPU High Speed Filament.
