I just started having this problem with lumps in the print. I have been using this same elegoo brand of PLA+ for at least 10 rolls now with no issues. You can hear the nozzle scrub when it goes over these lumps.
I am having the problem with seperate rolls on both my P1S and X1
Time to clean the plate. Dishwasher soap and then isopropyl alcohol.

I second the oily plate diagnosis. Dawn dish soap and hot/warm water. Dry with a new paper towel. Personally I skip the IPA as I find it cause issues. To each their own.
