Prime Tower Missing

I cannot find the setting for Prime Tower as shown. How do I gain access to it, and how important are they? I will have about 15 layers of blue, then 100 in white.

What if there’s not enough room?

Than you have to reduce the size of the prime tower and disable it completely.
