Are you using any modifiers?
To be honest, something that tall and thin probably should be slowing down the higher it goes up.

Hm yea, but this thing is not THAT thin to be honest. But I get what you mean. This could be a possibility.
Its most likely due to minimal layer cooling time.

Try turning this off or you can change your min print speed setting or adjust you layer time.
I agree. You model is gets smaller and the layer time goes down. When it goes below the threshold, then the slicer slows down the print speed to give it time to cool sufficiently.
