Scaling up creates floating regions

I am trying to scale up this dragon,

but it keeps making the head part start 1 layer above the rest, whether I do 101% or 175%, any upscale causes it, but at 100% or smaller it works fine. Not sure if it’s something I’m doing wrong?

Sound like the head doesn’t sit completely flat on the bed.
Can you post a slicer pic…showing it…??
