Speed, per layer, easier way than modifiers?

any way to slelect a specific layer ( s ), and change speed, other than inserting modifiers, which are hard to aim at specific layers?

I want the first 4 layers to be at 40 mm (approximate), then go to normal speed settings

i’ve browsed the whole forum, and only found MODIFIERS as potential solution.

if any new info, it is appreciated, thanks

I’m not sure of an easier way than using a height range modifier.
