Strange Y shift for supports

Hello, I have a P1P that I have installed an enclosure on, and recently hooked up an AMS.
I wanted to print out some of the HULA anti-vibration feet using some PLA support material and PETG for the print itself.

However for some reason the support material prints ON TOP of the print, but seemingly only for the first layer:

I marked it out with some arrows; looking closely you can see a y axis shift downward.
Again, this only seems to happen for the first layer, so I’m really confused.

I tried this with a 0.6 nozzle at 0.18mm layer height, and a 0.4 nozzle at 0.2mm layer height, using orca slicer. The only settings I changed from the model authors settings were some quality settings:
I enabled precise wall
arachne walls
inner/outer/inner walls
avoid crossing walls
and scarf joint contour with hole (w/ conditional scarf joint)

Oh, and I changed to the snug type supports, but I have tried other support types and they have the same result.

This is my first time using multi-material supports, so I’m really in the dark here, and any help or reference resource would be greatly appreciated!

This is stepper loss phenomenon when changing filament, or when print head moves in the same path to cut filament and then purge filament.

People report this time after time and there is no concrete solution.

Just watch out for something prevents print head from moving freely, like, short PTFE tube, stepper motor cover, z axis lead screw cover…
