This does not tell you anything about the moisture in the filament. Only air humidity.
The only safe assumption for new filament is wet. And subsequently, it depends on storage. To be safe, some people write the dry spool weight on the spool before packaging with dessiccant. Mind though, that as little as 1-2g of moisture per kg filament can lead to moisture problems when printing.

Yeah I’ve realised that now I think what surprised me is how humid it actually was here.
