Support interface filament is only at the top?

When I set the “Support/raft interface” to a different filament than the main filament being printed, the slicer only seems to use that filament at the top interface, but doesn’t use the different filament at the bottom interface. In this example, I used black filament for the interface, and you can see at the top of the tree there is black, but at the bottom of the tree there is not.

Is there a way to make both ends of the support use the alternate filament?

You can use the same interface material for the support base using normal supports, but not using tree supports. I think this is intentional rather than a bug, The tree bases are small and would not be very stable on material to which they inherently do not adhere.
