What is the best support structure to choose for printing a cylinder with a diameter of 9 mm and a wall thickness of 1 mm lying flat with PLA 1.7 mm? It has to be printed lying flat because it is part of a whole.

Depends on the depth really. For a short one, I’d just use auto-tree supports with a solid PETG interface layer and 0mm z-distance.
It is very short: only 5mm.
Auto-tree, on build-plate should probably do it. You can check in the Slicer pre-view how far in the supports go.
