Weird layer artifact at consistent z height

Hi everyone, I’m having some issues with some strange layer artifacting at specific heights of my prints. I’m hoping that anyone can help me try to fix this issue. It presents as a couple of layers that are either bulging or ever so slightly shifted. They are also easily felt under finger. These layers are always at the same height in the print and will only occur on the side that is facing the rear of the printer. The pictures may not be the best, but it hopefully shows the issue.

The differences in the images is the orientation of the box and the filament. this this was to make sure that the problem was not exclusive to a particular filament or a specific orientation. also the red filament was uncalibrated and default settings, the green was fully calibrated with flow rate and dynamics. I have checked the result of the slicing with Bambu Slicer and this does not appear on the file. other than this, everything is up-to-date, I had performed a full z-screw cleaning and lubrication, full printer calibration, the belts are tight, and the nozzle was replaced about 15 prints prior to this (with a genuine hardened, 0.4mm item). I have also attached the .3mf file for people’s reference.
