What is this telling me?
These are modifiers. If you select a part and right click it you can add a modifier (cube in this case) that then allows you to change the print setting for anything inside the modifier.
They seem completely useless in this case since each one covers an entire part, one could simply set the per object settings or global settings to get the same effect. But if you select one of them in the object browser you have shown in screenshot then the settings that populate below are the settings for the modifier.

I can only modify printing settings, not the hole size?
Yes, a modifier is meant for the print settings and not the model geometry.
While there are likely ways you could make the hole larger in the slicer I would recommend taking on 3d modeling for such a task.
One could use a ‘Add negative part’ to create a larger hole (cylinder) on an object with a smaller hole but then the issue becomes precisely aligning the origins. It can probably be done but again a 3d modeling program will make it all so much easier.

The bushings are metric and I want fractions, It’s a drill jig.
I’ll just drill them out in a lathe.
