For some reasons, the layer adhesion took a hit after upgrading to 1.7.x. Temporarily I downgraded to the latest 1.6 version and all is back to normal.

I noticed a new release today. I will upgrade and test it.
I’m running 1.7.4.52, printing on the textured PEI plate, and it’s working fantastically with PLA. It did require recalibrating the printer.
In case you did not see it, there were two 1.7.x upgrades in quick succession: the first one changed the default wall generator to Arachne and then, due to issues reported (mainly regarding speed, rather than quality issues IIRC) a new update was sent the next day to revert it back to Classic. Possibly Arachne caused your issue - but IDK. As mentioned, a new release was issued today, but I have not tried it yet as I am in the middle of doing stuff…
I’m running 1.7.4.52 with BBL matte PLA and all of my top surfaces are much rougher than before. I’ve recalibrated the printer and it still prints rough tops. My adhesion seems to be stronger after the upgrade. Full disclosure, I’ve had adhesion issue before and started using 3DLAC. Before the upgrade the parts were easier to remove. Now they are nearly impossible.
