3D effects sheet sold seperately, Springsteel not?

3D effects sheet bundle comes with...1 steel plate

So I ordered the new 3D effects bundle the other day and it turned up yesterday. Slightly annoying this set comes with 4 different patterns and only 1 steel plate, and even more comical is you can’t even buy an extra blank steel plate from the store So are we supposed to dispose of them when we want to try a new design? Or is it to incentivise buying 2 bundles? Horrible business practice if so.
