You can leave a rating if it is not successful, but it maxes the amount of stars you can give to 3.
Sadly, not matching the description or lacking functionality is not really something that you are supposed to base your rating on. The print profile rating is specific to the print quality, not the model itself. The boost system is supposed to be the voting system to if a model is good or not (even though it does not really work that way in the real world).
Ratings also have to be taken with a grain of salt because a lot of creators will report bad ratings for misinformation and get them taken down.
A comment and not giving the model a boost is the way to go.
