Is there a way to set minimum and maximums for variable layer height? I.e don’t go below 0.12mm and don’t go above 0.2mm, when using the quality/speed settings and clicking on “adaptive”?

No, there isn’t.
Despite not having that purpose, the only similar feature is to press shift + right or left mouse click, which will not allow you to overcome the preset layer height. Certainly not what you’re looking for.
You may try a feature request. It would be interesting to have further control over the adaptive layer height.
Yes, there actually is a way! You can set the minimum and maximum layer heights under Printer Settings → Extruder → Layer height limits.
