I’ve tried to change every setting related to the top layer to see if the way the top layer is layed out will change but it does not. Not sure if this is a problem with my design, not sure why it would be since its nothing crazy. Using p1p with hatchbox pla with all default filament settings for 0.20 standard and the only setting I changed in global was turning off only one wall on top surface. I’m using gridline which I was reading is not the best so not sure if that is part of it. Top surface monotonic line
Looks normal to me. And it seems to match what the slicer shows too. What’s weird about it?
Take a read through the Variable Layer wiki article.
There are also some good videos if that’s more of your learning style.

Definitely makes a difference when you use variable layer height.

It’s your model design, there must be slight curves on the top panels that the nozzle can’t replicate because it’s doing 0.2mm layers. If you dropped down to 0.08 (or enlarged the model) you’d likely see the top surface would look a lot smoother because the curves will be better represented. As @Barryg41 says, you can use adaptive layer height to make the top layers print at 0.08 and the rest at 0.2 if you want.
