How can I improve the steps in the circled areas? I have set the adaptive layer to many different settings but still get this rough top on the rounded tops.

You’ve already reached the limit of what you can achieve with the settings and adaptive layer hight.
You could still significantly improve quality by switching to a 0.2 nozzle.

Another option would be to adjust the orientation. This is extremely difficult with this model, though, since it’s designed to be printed flat. However, I’ll show you an example to help you understand:

It’s almost perfect now, but, as I said, that’s a challenge with this model. For other models, bear in mind that a 45° rotation can be helpful.
Edit: Oh, and I forgot to mention that you can just sand it down with sandpaper if it’s regular PLA. That’s what I do, as it’s quick and saves time.
Depending on the printer and nozzle, you can further lower the minimum layer height used in adaptive layers.
Hover the mouse over the printer icon at the upper left of Bambu Studio, click the edit icon once it appears to enter the machine settings.
Navigate to the Extruder section and manually enter 0.04mm in the minimum layer height.
You can go lower, but extruder control can become a killer below 0.04mm.
Also, it may be a print or even nozzle killer for filled filaments. Haven’t tried those for actual min layer height.
